Half the population of Mongolia lives in the capital city of Ulaanbaatar. There are four large coal burning plants on four sides of the city, which supply the town with it's electricity needs. There is a fifth plant under construction, but as I understood it, it's being built by Korean investors and it's main purpose is to supply Koreans in Ulaanbaatar with cheap electricity. Whether it will supply Mongolians with electricity, cheap or market rate, I know not.

Heat on the other hand is generated by cowpies in the summer and coal in the winter - burned directly in the home/yurt/ger. I think this is mostly a countryside practice, as I believe the communist style block appartments are all with central heating.
